VTG Bpoe Benevolent & Protective Order of Elks Metal Press Stamp.
Not sure what it's use is.. it came with a leather stamping machine.  So i assume leather but could be for an ink press.  I really am Not sure.  as i was given several different answers.  Lol
Condition is "Used".
